Megan is a Welsh diminutive of the name Margaret, which is where the "pearl" definition comes from--ancient Greek μαργαριτης (margarites) "pearl" is generally acknowledged as the root of Margaret. The "strong" definition probably comes from confusion with the ancient Greek word μέγᾰς (megas) "strong", which is related to the modern prefix mega-.
While it may not be the literal root of the name, it could certainly be argued that the Hebrew מגן (magen), meaning "shield", is related to Megan. This could also tie into the "strong and capable" definition.
